Oracle's Diagnostics & Tuning Packs are Critical to the Enterprise
 
Up to 40% Pricing Increase in Effect

Oracle substantially increased its pricing on a number of products, including Diagnostics and Tuning Packs, as of June 18. The critical Tuning and Diagnostic Packs had a small 15% increase in July '08, but the recent increase is approximately 40%.
 
We get asked a lot, "Why are Diagnostic and Tuning Packs even needed?" Since Oracle really concentrates its sales efforts on the whole database or enterprise sell, companies have a misguided notion that the Packs are not as important, or even unnecessary. With that said, many companies often build their own solution or hire an outside Oracle consultant to help with implementations. And we all know how well those two activities usually go (ah hem!).  
 
With the complexity of configurations and the integration of various products happening today at the enterprise level, Oracle's Diagnostic and Tuning Packs have served to establish smoother integrations and provides an easy-to-use dashboard. These tools become all the more important as Oracle acquires more of the software world. IT organizations will become much more dependent on Oracle's diagnostic and tuning tools. Without them, Oracle's DB won't be able to run optimally or at a satisfactory level in the longer term. If Oracle is the rocket, the Tuning and Diagnostic Packs are the high octane fuel.
 
Paul Vallée, founder and executive chairman of Pythian Group, a Canadian-based DB adminstration outsourcing company, said about Oracle's packs, "Advanced instrumentation is incredibly useful when you're really straining your system's performance" (from July 17, 2009 IDG article - Oracle Database Option Price Hikes No Accident - by Chris Kanaracus).

I'll even venture to say that any sizable enterprise that doesn't have Oracle's Tuning and Diagnostic Packs today will either have bought it within 12 months or will begin to look into it.

Embedded Oracle Software: Who'oracle licenses Responsible for the License?
 
A number of years ago, Oracle introduced its Embedded Software License (ESL) model - available to Independent Software Vendors (ISVs). Once in a while, we get an extremely nervous ISV who didn't understand the licensing restrictions on ESL ...
 
The ESL is a highly restrictive license that allows ISVs to embed Oracle technology into their products. The end-user would not necessarily know that they are using an Oracle-powered product.  Examples of possible systems using this licensing model include point of sales systems, kiosks, online commerce or an electronic library. It can be any system that requires a database to capture or become a repository for information or transactions.
 
The one item to note in the ESL model is the party responsible for Oracle software licensing agreements (SLA) - the ISV. Therefore, if you happen to be using the ESL within a market or markets, be cognizant of the usage, users, and any alterations to the program that might affect your Oracle licensing.
